Register before you generate — and check the free route first
The District requirement that catches businesses out is one of sequence. New generators of hazardous waste, handlers of universal waste and generators of used oil must obtain an EPA identification number from DOEE *before* they begin generating waste — not when they first ship it. Registration is form 8700-12 plus a fee under District regulations, submitted through an industry account at rcrainfo.epa.gov. In California you register as a generator; here you are expected to be registered in advance.
On paint specifically, the District has had a stewardship program since paint retailers began adding the PaintCare fee on November 1, 2016. It is more generous than most states’ programs: free drop-off sites serve households *and* businesses, and PaintCare will schedule a pickup for volumes over 100 gallons at no charge. If what you have is architectural paint in quantity, that is a free service and you should call them on (855) 724-6809 rather than paying us.
What the program does not cover is where we come in. Oil-based paint from a business must comply with federal and District hazardous waste rules, so it cannot simply be dropped off — DOEE treats it as regulated waste with the registration, manifesting and transport obligations that follow. Solvents, thinners, lacquers, aerosols, industrial and non-architectural coatings, and leaking or unlabeled containers sit outside the stewardship program too.
One regional note: DC, Maryland and Virginia are three separate regulatory jurisdictions, and Maryland’s own paint stewardship program only launched on April 1, 2026. An operator with sites across the DMV is dealing with three sets of rules and, until recently, three different answers on paint. Worth confirming per site rather than assuming the District’s rules travel across the river.
